If this is the situation for a development occurring within a park that is full of environmental researchers and park rangers, then what is the fate of other development that is occurring in absence of any environmental or climate change considerations.

Very true and such problems are likely to continue due to lack of implementation of local planning and building laws which are often flouted by both the local and the foreign developers. By passing the laws is more doable in the developing world due to lack of checks and balances and tendency for quick fixes. Irony is that there are fantastic laws and planning models developed learned and competent people but what is missing is implementation!
